Coastal zone management is the coordinated use and protection of land and water near the shore. It brings development decisions into the same process as habitat conservation, public access and preparation for hazards.

NOAA's [coastal management overview](https://oceanservice.noaa.gov/facts/czm.html) traces the U.S. framework to the Coastal Zone Management Act of 1972. The law created a voluntary federal-state partnership because coastlines differ too much for one national land-use plan.

A working program has to balance uses that often compete for the same narrow space. Homes may sit beside wetlands, while ports need deep water. Communities also want beaches that remain open. **Coastal zone management** supplies a process for making those choices with shared information.

The process is broader than issuing permits. It can coordinate public investment with conservation priorities. Disagreements follow formal procedures. A state cannot simply reject any project it dislikes and federal agencies do not automatically override an approved policy. Records must connect the proposed action to the relevant coastal effect.
